It's interesting to watch "Navy NCIS" on CBS every Tuesday.  They actually 
have a technical consultant from NCIS (see http: 
 http://www.ncis.navy.mil/ ) to assist them.

Seems that their (the shows characters) cellphones & computer video links 
work EVERYWHERE they are at including inside bomb storage bunkers.  Not too 
much use of radios shown on the show, so perhaps this is a real indicator 
that NCIS is using more cellphones than radios on a normal basis.

I think that Grove's "Military Frequency Guide" 2nd edition shows some NCIS 
freqs in use in the VHF high band area, but I've never seen any reports on 
this list about usage.
