[MilCom] New NG HF ALE Identifiers

All,

Over the last couple of weeks, thanks to a tip from Jack Metcalfe, I've been 
collecting the new ALE identifiers being used by the National Guard.

The fact that these identifers appear to be structured in line with the 10 
FEMA regions leads me to believe that these identifiers are used by National 
Guard HQs elements when communicating with National Guard elements which are part 
of each state's Emergency Operations Center (EOC). Some of the new-type 
identifiers are being used by WMD-CST units although I don't believe that all of 
these new identifiers are WMD-CST units.

I've also seen PMTRCS/PMTRCSHFON- Program Manager for Tactical Radio 
Communications Systems communicating with several of the new identifiers. Perhaps they 
are evaluating/checking on the deployment of their radio systems to these 
units.
