[MilCom] CANCELLATION: "On Scene" Gathering

The "On Scene" Monitoring Event scheduled for tomorrow (Saturday) =
4/12/03, has been cancelled.

Cancellation is due to expect poor weather conditions (rain & wind).

Due to scheduling conflicts we won't be able to plan another on scene =
event until May 03.
