[MilAir] More problems for JSTARS 03

It is Thurs 2:18pm EDT (1818z).
  JSTARS has another problem. While returning to Melbourne IAP for the  inop 
radar motor, they had to dump fuel to adjust the aircraft gross  weight.  They 
are informing ops on 123.2 that after the fuel dump, the  fuel-dump-chute 
will not retract.
