[MIham] Re Space Weather

I was on the air today on forty meters at 1648 UTC, 12:48 EDT, when the X2 solar
flare wiped out HF communications. I noted with interest that Space Weather
shows the time this happened as 1650 UTC. Now according to WWV, this is not the
correct time!	

Why did the time show as 1648 UTC on WWV just as the X-ray burst wiped
everything out, and Space Weather later show it two minutes later?
