"What exactly does "precision resistor" mean?"

It's a non-inductive resistor accurate to a thousandth of an Ohm or less
across a certain temperature and humidity range, usually it comes with a
chart indicating its parameters, if you're at 50º, it will read as this,
100º, like so, 10%, 20%, 30% humidity, et cetera.  It's not the little
leaded junkers we find in all electronics, but it is a typical test bench
item.  Yes, you can measure it with an Ohm meter.  They come in various
forms, chips, leaded, even variable in a nice wooden box.
