yesterday I found an information about a proposal, that will be 
discussed at the next IARU Region 1 meeting in Vienna. It's about a 
modified use of the segment 144.315 - 144.365 and can be downloaded 
here: http://www.iaru-r1.org/Newsletter_43a.pdf. 

Please, if you like send your comment on this to your national VHF 
manager! It's important to save the space for "normal" and contest 
activity.
