Hi Gabriel,
 
I don't know that equipment but I am sure the resistors are to limit the  
inrush current (surge) on switch-on. The two resistors, in parallel, would limit  
this current to about 10amps max.Once the main reservoir capacitors have 
charged  the resistors can be shorted out and that is what the associated relay  
is for. I think that the solid state relay has failed so that the resistors are 
 left in circuit, they are too small for continuous duty and have  overheated.
 
The solid state relay was probably cheaper than a mechanical relay but,  
obviously, not so reliable, you should consider replacing it with an ordinary  
mechanical relay.
