[Meteor-Scatter] Help with amplifier!

I'm having some trouble with my SSB-Electronic V1300 amplifier. I wonder if someone could help me, please.

Before the primary of the transformer (I mean between AC input and the primary) one of the 220V wires pass through a solid state relay (lastrelais Gunther WGA56D10Z) and two 47ohm/10w resistors. The output of the relay is in parallel with the resistors.

Yesterday the PA was smelling as if something were burning inside. I found that the two resistors were extremely hot and the PCB behind them was partially burned because of the heat.

I guess that this relay/resistors are part of some protection circuit, but I don't know exactly what they are for.

What is the utility of these relay/resistors?

What can be the reason why the resistors get so hot? A failure in the relay might be?
