I think to overwhelm the problem we should introduce a new rule and
widen the WSJT portion!

Given we agreed 360 as random calling freq. we should introduce two
different way to interpretate the letter after CQ depending on the 
period. For example if I call 1st period CQ D IK0BZY anybody who would ever
be interested to answer my call would start to answer me on 364 (360 + 4).
Viceversa
if my calling period were 2nd and still CQing D on 360 the station should
answer me
(of course 1st period) on 356 (360 - 4)......in this way no interference at
all....of course
we need to stretch the band further below 360. That might be a problem
somewhere.....not in Italy
2m band is desert!
