[MDC-EC] help needed

Hi All,
Jim and I are working on a project and we need a way to take a map of Maryland and easily change the color of the counties to reflect districts, zones etc... (no crayon jokes please)

We would also like to be able to add test to the maps as well.  I was hoping for something in the Microsoft Office line of products and not have to try to learn a GIS app.

Anyone know of a easy Powerpoint map with layers or something to the sort?
