Great news.  What you are looking for is the Arduino IDE:
http://www.arduino.cc/en/Main/Software
In the download section of this page click on Windows, which should down load Arduino 0011 for Windows.  As I recall it is a zip file that you can unzip to your working folder.  Then go click on the Arduino.exe to start it up.  The first program you want to play with is Blink.  There are some pretty good instructions on installing Arduino and playing with Blink at:

When I get home I can get more specific if the above doesn't help.  Remember, the only resource you need to have is http://www.freeduino.org/  It's got links to just about everything.
