Michael, I think the nines got changed to 10 shortly after World War II and
this is based on a ham in Manhattan, who was a nine when he went to work at
Washington DC during World War II and by the time he got home, his call
sign was changed to 10 and everybody thought he was making up his call.
This is here say but I think it’s fairly accurate. You might Google it and
