[MCARC] NWS point of info for Marysville

That address would be around the area of the water plant east of Tension
Envelope.

This past week one of their tweets showed the measured rain from the
COOP stations in the area so they still have the data.  Doing some
searching shows that some of the NWS office pages have links to COOP
stations, I did not find such a link for the Topeka NWS area.  Maybe
they just need a nudge from from their observers that they'd like to be
able to see and share their observations with others.
