[MCARC] 147.285 repeater back on the air for testing

Hi all and happy new year and all that.

Having gotten the repeater radio back last Monday and having spent some
time checking it over and doing some testing, I am satisfied that
everything is in order.  This afternoon I tested and tweaked the
duplexer and it is meeting spec.  So far I have no detectable desense
when the test antenna is connected.

The test antenna is a unity gain Comet dual-band antenna at about 30
feet on my tower.  It is on the west side of the tower so it doesn't
favor Marysville at all, but it may be worth testing it anyway.

Of course, it is 147.285 +600 kHz with an 88.5 Hz tone.  During the
Sunday night net the tone requirement is disabled to allow participation
from anyone that might still have an old radio without transmit tone
capability.  I think the tone is necessary as we are co-channel with
Russell which also has tone access.
