Yes, you are right. Since they switched to Phase2 - voice no longer 
decodable on Phase1 devices (but the control channels are still OK - 
this is how I discovered that they have switched to Phase2.

  My old app was able to decode traffic, pages, logins etc, but no audio 
from any of the voice channels)

Also, vast majority of MERA communications are not encrypted, but 
Detectives and TACs, I believe, DO use encryption

As of device to use - I personally just use SDR receiver (HackRF) and 
SDR-Trunk (https://github.com/DSheirer/sdrtrunk) windows application

If you are interested in something hardware based and mobile - Bearcat 
SDS100 would be the best choice. But you have to check what are the 
features are active and possibly purchase P25p2 license for it
