You should add your FCC call sign within every ten minutes to the end of
your transmission. Instead of saying "over" or "out" you should say
"<mycall> over" or "<mycall> out"

You know all this and it must seem so simple to you, but I've not seen/heard
this done yet, so I'm very green! I'm without a clue, well I have a small
clue, but that's all.
But I can follow instructions/orders, generally. Please do give them.

That is of course the purpose of the drill! What we practice is what we
will do in an emergency.

Thank you for your prompt email! After I read your explanation in the
email, I checked my settings, and sure enough, I am all set to go on channel
5. When I checked in with you all was well.
But the moment I started transmitting, loud complains were heard from the
other room about my blanking out the tv show, so that's why I signed off in
a hurry!
To recap, tell me what call sign to use and when to add mine, if/when is it
needed?, and please remind me what exact role I'm to play and from where?

If you are volunteering to be at one of the above locations (you can make it
up, and operate from your home), your tactical call sign should be one of
the above. If you are not pretending to be at an evacuation center, simply
use your FCC call sign, or if you choose, make up your own tactical call
sign (with Net Control's approval). If you use a tactical call sign, you
should add your FCC call sign within every ten minutes to the end of your
transmission.

What is the DOC supposed to be doing in this situation? Do I just check in
like everyone else when the net is established?

Yes, everyone should check in to the net. We need CERT Radio volunteers to
check in and:
(1) act as they are at one of the evac centers or
(2) submit EEI reports of road closures or
(3) report other incidents as they occur (use imagination, e.g. make them
up).
Two evacuation locations will be established in the course of the drill.
One at the Corte Madera Rec Center, and the other at the San Rafael Albert
Park baseball field. Their tactical call signs are "Corte Madera Evac" and
"San Rafael Evac." I know it is raining. We will need tents and dry
supplies.
Early reports will be input to the DOC that damage has occurred in Corte
Madera and, separately in San Rafael. Then, evacuation information will
follow (we don't make that decision).
The Red Cross is apparently responsible for establishing evacuation
facilities. Once that information is made available (does this information
come from other means, such as telephone, or over the radio? For the drill,
we can make it up!) then at Red Cross (or other agency) request, DOC needs
to mobilize MMRC members and deploy them to the evacuation centers.
In addition, MMRC DOC will apparently need to arrange for medical supplies
to support MMRC members.
Once MMRC members are at the site, they will need supplies. For the purpose
of this drill, we may need to simulate these requests and make phantom
responses. For example, although we may not have anyone really ask for
additional bandages from San Rafael, you as Marin DOC may transmit a
response message to the San Rafael evacuation center indicating a request
has been processed and the DOC is responding with information indicating
that supplies have been arranged by the DOC and are in transport to that
location.
Sorry for not knowing/remembering more...I think I must be getting old...
But I don't really remember....

more carefully. However, that seems to be a luxury. Your questions are
