1. Situation:  
At 10:15 on October 15, 2009, An 8.7 earthquake on the San Andreas fault near Los Angeles simultaneously triggers an 8.3 earthquake on the Loma Prieta fault near San Francisco.

2. Mission:
All  members should be prepared to issue reports regarding changed conditions.   When regular communications fails, be prepared to provide backup communications to local/state emergency response agencies as requested.  Stations outside the immediate affected areas should be prepared to receive/relay emergency traffic in and out of affected areas.

3. Details:
A. Emergency nets will be established by CERT Radio, Navy MARS and ARMY Mars on HF and VHF frequencies.  Area agencies such as the Coast Guard are invited to participate.  All are welcome.  CERT Radio will use the K6BW repeater 146.775 (-) PL 127.3 and simplex frequencies 145.28, 145.36, and 145.64 as needed.  Additional Amateur frequencies may be utilized as needed.  MARS frequencies include assigned short-wave and VHF frequencies.  Marin County net participation will be conducted from Navy MARS Building 549, Hamilton Field.  The nets will run from 10:00AM (17:00Z) to 12:00Noon (19:00Z) and again in the evening from sometime after 19:00 PM (02:00Z) to 22:00 PM (04:00Z).  Actual net duration will depend upon activity.
BE:  Events of national significance that have not already been reported will be documented in Emergency Event Incident (EEI) reports..  Major road closures are of interest nationally as this information will be used to coordinate response from outside the area.  Three road closures will be simulated, Highway 101 at Sausalito, another at San Rafael and a third on Highway 580 at the eastern side of the San Rafael-Richmond bay bridge.  This information will be originated by CERT Radio and relayed to ARMY Mars in the form of EEI messages.
C.  Local simulated damage due to liquefaction is to be reported to the MMRC from Corte Madera using CERT Radio.  Evacuation of residents will be simulated and the Red Cross will be observed to set up field resources at the Corte Madera Rec Center.  Marin Medical Reserve Corps (MMRC) volunteers will assist with injured at the center.  CERT Radio and MMRC volunteers will provide communications between the evacuation center and the MMRC Disaster Operations Center (DOC).
D.  Local simulated damage due to liquefaction is to be reported to the MMRC from San Rafael using CERT Radio.  Evacuation of residents will be simulated and the Red Cross will be observed to set up field resources at the Albert Park baseball field.  MMRC will assist with injured at the center.  Bandages and other medical supplies will be supplied at the request of MMRC.  CERT Radio and MMRC volunteers will provide communications between the evacuation center and the MMRC Disaster Operations Center (DOC).
E.  Out of area information will be exchanged from points in Northern California and MMRC and relayed by Navy MARS and CERT Radio.

Please plan to participate by checking into the CERT Radio nets at 10:00AM Thursday, October 15 on the K6BW repeater.  Plan to attend the Communications Class at Hamilton at 7:00PM Thursday to observe and participate in our practice and communications with Army and Navy MARS.  If you cannot make the class, please participate by checking into the CERT Radio net before 8:00 PM local time.
