Hi Don,
Add my voice to Bill's. If we don't have a set, practiced protocol now, 
we will be likely to get caught up in the emotion of the moment during 
a disaster. We need to be able to click into business mode to take care 
of what comes. Hysterical radio operators would be inefficient and 
incapable of providing the service we are working to provide. Yes, we 
repeat. Yes, it sounds somewhat strange. But when the time comes we 
will be ready.

There are lots of assumptions regarding communications and many factors 
that
crop up during emergencies.  We are not exercising radios, we are taking
efforts to prepare for a real emergency.

CERT Radio members have graduated from the CERT program, are taking 
advanced
classes, are learning and using ICS, and have adopted a standard radio
communications protocol.  We are making every effort to conform with 
what
other emergency responders are doing, including practicing what has been
developed and tested under stressful conditions.

Casual conversation and made-up communications have been tried in the 
past
and found to invite chaos.  We need to be able to communicate 
accurately and
quickly and handle a number of simultaneous, unrelated conversations 
using
limited information channels.

Remember, too, we are training in our practice nets.  If you take a 
look at
the protocol, you'll find that it need not be as awkward as you might 
hear
in our exercises.  Our exercises are purposefully repetitive and 
detailed.
If you have listened carefully, you will find that individuals who were
struggling are now conversing with rhythm.

As our skills develop, we believe we will be able to deliver a valuable
communications resource.  We hope you'll continue to learn the protocol 
and
join us in this effort.

I think that Michael has a point. I know most of the voices on the air, 
and
giving the 2 call signs every once in awhile seems logical. That's what 
I am
doing; I guess everybody can have their own style on this one.

By the way, your opinion is not all that unusual, I once held it myself.
With practice, I've grown to understand the reasons for using the 
protocol.
I think that can be also said by the members of CERT Radio.
