Scott is correct. The footnote below the 902-928 MHz band plan says that it
was adopted in 1989. ARRL is seeking inputs reagarding the 902-928 MHz band
plan, but I haven't found any new proposal.
The PROPOSED band plan
(http://www.arrl.org/files/media/News/9_cm_Band_Plan-Draft.pdf) is for 9 cm
(3.3-3.5 GHz) not 900 MHz. 3.455-3.457 GHz is reserved for weak signal
modes, beacons and linear translators.
