[Lowfer] GWEN decode?

I looked at trying to decode it but never succeeded and do not believe 
anyone else did or I expect I would have heard about it.  I did measure 
the bit rate as 1200 Bd as in the links.  Back then few tools were 
available to look at MSK.  (I have looked at many other data signals in 
other bands, including ones that I had not clue of their nature or other 
information (ARQ-E2, INMARSAT D+/IsatM2M, Innovation Wireless time 
synchronization, Primex time synchronization, DORIS-Doppler Orbitography 
and Radio Positioning Integrated by Satellite,etc.), and succeeded in 
decoding them.

I visited many of the GWEN stations along the E coast area to identify 
which were on which frequencies.
