[Lowfer] Lowfer TAG Back on Air

Nice to see lowfer TAG is again QRV. Copied it from 362 mi using the 
VE3HOA kiwisdr. Some dropouts with ARGO at QRSS30 rate, perhaps due to 
big storms out west. Hope to have lowfer SIW back on the air soon too.
