[Lowfer] Alpha version of Argo V2

This may concern all those interested in my program Argo.

In preparation for future enhancements (not implemented yet) I prepared an ArgoV2 alpha version, with these changes :

- The File Log function now allows to open in read-only mode the .csv file.
- The File Log Setup menu now has the possibility to specify to start automatically the logging feature when Argo starts.
- A nasty error in the Save Synch'ed function has been fixed
- Some minor aesthetic changes.

The program, in a portable version (meaning that it does not require any installation) can be download from here :

Just copy it into a dedicated directory (e.g. C:\Ham\Argo) and launch it.

The resize is possible only in the vertical direction, and can be performed with the + and - keys

Being this an alpha version, PLEASE report any malfunction you may notice, thanks.
