[Lowfer] WH2XVN CW beacon on 183.5 kHz

Thunderstorm racket this morning made copy of the usual beacons 
untenable so I looked at https://www.lwca.net/sitepage/part15/index.htm 
for something else to try. Found that experimental license WH2XVN was 
indeed active from Burbank, CA because it came through fine on 
http://kprb.nightwind.net:8073/, a kiwisdr in Templeton, CA 96.4 mi 
away. It must be running more than the lowfer 1 W limit since the CW 
message was easily copied.
