Cliff,

The rules are set by QTH.NET/QSL.NET. Actually, they don't want any 
attachments at all, but we have gotten by in staying under 32kB. The 
whole Mailman mail server stuff is an antique by now -- it's not a 
problem created by QTH.NET, beyond the long-ago choice of Mailman as a 
server. I subscribe to non-ham stuff that still uses Mailman, and 
similar limitations apply. Other issues are common with Mailman servers, 
including tendencies to bounce messages from certain email providers 
that don't play well with the vintage regulations.

As John Davis painfully remembers, there was a period in the early 
2000's when the QTH.NET stuff was unavailable for a time, and he put in 
a lot of work to cover the absence. Not simple stuff.
