Basically, yes. As it says at the bottom of each message, the limit for 
total size of message and attachments is 50 kB. Since email attachments 
are coded for 7-bit transmission, as a practical matter that limits the 
originally 8-bit file to around 32 kB or less.

As for the reason for the limit, I have no idea.
