Have a look at "Spectrum Lab".

The link takes you to a page that has the manual, a download link, and 
support groups. I use this software. It is currently supported and 
occasionally has new updates. It runs on the MS Windows platforms as 
well as on Linux under WINE.

Another, much older program is "Spectran". It is a MS Windows program 
that also runs unde WINE in Linux.
