I have seen USN VLF/LF with similar during tests for long periods of 
time.  One sees such when one transmits simple reversals on MSK (where 
the shift is less than the baudrate by a factor of two.  I am rather 
certain that there is no actual traffic in the signal.

(You meant MSK rather than FSK for the regular spectrum.)
