[Lowfer] FTA63 on 63.85 kHz

I was hearing (aurally) the 63.85 France station at 0130 utc and nothing 
else, but now several others are being heard--45.9, 62.6 and 63.85 at 
0415 utc. Thanks to Garry for the notice.
