[Lowfer] WQFG689 1710

Hello the list,
    I have been monitoring 1710kHz, there is a Highway Advisory Radio station in Jersey City, NJ WQFG689. 
I couldn't believe how loud it is in Massachusetts and Maine, so I checked some online SDRs.It is really loud and strong in Virginia and Pittsburgh as well. How is it possible that a 10W station with a 15 meter antenna be so strong over these distances?
