[Lowfer] Unknown signal pair seen with 474.2 kHz wsjt-x

He's running an NDB transmitter in to the original 200 foot tower. Way too high ERP. Definitely not in the spirit and letter of the law. Been told by many hams to shut it down, but he won't.
