[Lowfer] Unknown signal pair seen with 474.2 kHz wsjt-x

It's WA4SZE, using FSK CW.  He is the bane of all the 630 m ops.  He runs a
super-strong beacon continuously right in the middle of the band, for no
obvious reason.
