[Lowfer] Lowfer SJ now active at watering hole

[Garry]

Sal fired up his lowfer SJ for the first time this winter season. Early 
on the signal was drifting downward in frequency but it stabilized by 
0530Z and was copied using ARGO at QRSS30 the rest of the night.
