[Lowfer] Lowfer HK

[Garry]

Lowfer HK has changed from QRSS3 to QRSS30. Unfortunately the frequency 
is very unstable and the transmission character lengths are not QRSS30 
but instead vary substantially. So much so that no message is apparent.
