[Lowfer] low frequency & LOWFER station list

I will soon be announcing a new list of 2200 meter stations who have 
made two way QSOs. This will not include the many who beacon only. 
It is intended as a resource to help those who want to make two way 
QSOs to find each other. I had intended to go public with this 
several days ago but it has been "one of those weeks". Give me 
another couple of days...
