[Lowfer] SIW Transition Wednesday

Rare opportunity to go to the field today, so I did a bit of HiFER
monitoring and at mid-day switched to 1750 meters to watch WM and SIW for
w while. Caught the transition at noon. Didn't snag the first WSPR
transmission but I managed to tell WSPR X a better set of lies about
non-standard dial freq and BFO for the next two hours and got this at 442
miles:

1900  -39  -0.9    0.185185    0   K3SIW         EN51      0
2000  -36  -0.9    0.185185    0   K3SIW         EN51      0
