This is going places I'm sure Paul never intended. Since Paul is the one who volunteered his time to maintain the list, I'll respect his choice of who or what makes the list.
I would like to relate a personal experience along the same line though. Many years ago, as a much younger ham, I attended a couple meetings at a large DX club. Both of these meetings had a moderate amount of time devoted to a spirited discussion about limiting membership in the club to hams with at least 100 confirmed DXCC entities. As I listened to both sides, I realized this was not the club for me. I never went to another meeting. By the way, I had nearly 200 confirmed countries at the time, probably more than half their membership.
So I guess the real question is, what is the purpose of the list?

Respectfully: there are always 99 "I am going to get around to it" people for every one that actually does the thing. That's how these massive Estate sales happen (or dumpsters get filled). Life tends to interfere and we often over-estimate what we can get done. So making a list of the "I will, soon, I promise.." folks can be problematic.
Unless it's young men telling your daughters about how they're "going to build a business and make lots of money." Then it's about 10,000 saying it for every one that does anything at all ;-)
