The article in question is very long and very detailed. There are several parts where the turn on/turn off times are discussed. The bibliography is several pages long. It is beyond my capabilities to copy the article at this time.
I would suggest, if you insist on fooling with class E amps, that you invest in the paper that includes the entire article. (unless you can find someone that can copy it for you)

Specifically I am working on design of a Class E amplifier. I
downloaded the ClassE program from Tonne Software. It says the
design equations came from Jan/Feb '01 QEX articles. One of the
design variables in the program is Fall time. It's the only one I
don't understand. It seems to have only a subtle affect and I need
more information on it.
