Sent this back today:

Thank you, REDACTED, for your timely response. I am happy to know that the
UTC approves my intention to transmit, as amateur radio station KB4OER, on
the 135.7-137.8 and the 472-479 kHz bands, using the following coordinates:

(36° 22' 17'' N)
(82° 15' 38'' W)

What I am concerned about is, the UTC doesn't actually have any
jurisdiction over the amateur radio service, which falls fully under the
Federal Communications Commission. All the UTC is really tasked with,
according to the rules, is notifying each amateur radio station whether or
not their proposed operating coordinates are within one kilometer of a PLC
system that operates in the same frequency range.

So, really, while I am happy that the UTC "approves" my intention to
transmit in the bands mentioned above, the UTC really has no say whatsoever
beyond notifying me of my proximity to PLCs :-)

Best Regards,
Douglas D. Williams
KB4OER
