[Lowfer] Morning lowfers in NE IL

JD, when lowfer SIW switches to WSPR-15 it takes a few minutes for the 
frequency to settle down because the OCXO isn't running prior to the 
switch. A similar"warm-up" time occurs when it switches back to 
QRSS30/60 at the watering hole. Thus, the first WSPR-15 decode possible 
will cover the period 1715-1730Z and print out as 1715Z. I didn't get 
started until later today so my first decode printed out 1745Z.
