[Lowfer] WM Lowfer restored

Mike, I have a weak daylight copy of MM here in EN52ta. The current 
frequency is 185304 Hz. A bit earlier is was around 185302 Hz, slowly 
drifting downward, but it jumped upward to the current frequency around 
1620Z and is holding steady through 3 cycles so far. Perhaps you tweaked 
it. ARGO is wide enough to see WM too but I only get the barest of 
indications there's a signal there.
