[Lowfer] HF data burst

I listened again and compared it to what I hear here. You definitely heard
one of the sounders and WI937 ("VIPR"--Vertical Incident Pulsed Ionospheric
Radar) at Wallops is almost certainly the one. Here is their webpage:

It sweeps every 2 or 5 minutes--I cannot recall which rate is used by it and
which by WP937 - a different type of sounder that is hard to hear that is
also at Wallops.
