[Lowfer] D Region Absorption Prediction Map

I see the same on my win7 system. If you click on the "data" tab at the
bottom to look at the data in numerical format you get all zeros. So the
numerical data matches the graphical data. Either the D layer has zero
absorption at all frequencies at all times - or their system is not
generating valid data even though it says:
Product Valid At : 2016-11-02 13:15 UTC
