[Lowfer] Lowfer SIW QRT until fall

Garry: Thanks for all the beaconing efforts over the past season. Pretty 
much any time I went looking for SIW in the daylight path I was able to

find it....  looking forward to the fall SIW restart, 3 weeks in VK sounds
