[Lowfer] Activity on ET15-99

[John Langridge]

ARRL.org has a story posted now which explains the statement but also
mentions first quarter 2016 for rules and requirements so I would guess if
they actually hit that time table, we should get more info very soon.  I
had originally heard 2nd quarter of 2016 late last summer but maybe that is
for implementation.  At any rate, no real complaints here.
