[Lowfer] XPQ WSPR15 on 137/475 for the night

Only notice WE2XPQ decodes from VE7BDQ on the WSPR spot databases for 
last night. Thought things might go better as NDB ZF on 356 kHz from 
Yellowknife, NWT, Canada was in here well at times. Of course that's a 
relatively high-powered station but ON from Okanagan, BC was in there 
weakly too and it's presumably only a standard 25W station.
