Time is left to right, probably around 20 seconds in length.  The USB voice
was above that.  Several people, all in USB, they were chatting back and
forth, exhibited this odd shifting carrier relative to their voice, as if it
was some sort of "subaudible" signal.

Yes, CB radio, channel 23, 27.255 MHz.  It's also a "Class C" frequency, 
telemetry, remote control et cetera, which is what I actually monitor.
