I assume this is the carrier frequency over time while they talk on AM?
What are the scales - how many Hz is it varying by - and how many seconds
long is that capture you attached?
One guess is instability of the power supply, oscillators or transmitter
under modulation - but I would expect a more analog looking display and
parts of that variance look digital. It could be bad equipment if it's a
flaw built in to a popular radio that lots of people have.
Next guess would be some sort of data under voice - like call sign, some
sort of trunking, selcall, etc - but it really does not look regular enough
to be a digital signal.
