[Lowfer] WM Lowfer beacon change

Mike: Noisy overnight but early this AM the noise subsided considerably. 
Not enough signal for a positive ID, but seems like I'm seeing the peak 
signal levels at the start and end of a few WM dashes near 185.301.  I did a 
calibration to my SpactraCom WWVB receiver reference LO (10Mz divided down 
to 100kHz) before I started and it is likely the LF converter and IF 
receiver slowly drifted up .2 Hz or so overnight. (No GPS reference lock).

A few traces is a start in the right direction, especially given the QRN 
levels over the past month....
