Yes, but not necessarily in the sense of adding separate vertical 
polarization to a horizontally polarized radiator.  At best, they will tilt 
the apparent polarization.  At worst, they may cancel the vertical 
polarization that you already have.

This could happen because, if the existing antenna has a slope to begin 
with, the it will have a vertical component to its radiation already.  It's 
magnitude will depend on the overall rise from end to end and the current 
distribution within that rise.  A vertical wire hanging down from a given 
point will most likely have current flow in a direction opposite to that. 
Thus, when summed with the "main" signal, it may cancel part or all of any 
existing vertical component.  Short answer, then: it all depends.
